Federalism & the Republican Contract

(A) New Federalism was a plan to over turn the control of federal programs. It was designed to decrease the large amount of power in the federal government, and move it through out the state and local governments. It instituted block grants such as health care, education and transportation to try and resolve some of the problems that were developing within the states. It allowed the federal government to be involved but from a distance rather then deciding every action that the state makes.

(B) The provision of the responsibility act supports the definition of New Federalism because it tries to discourage teen prgenancy by making teens less dependent upon the government for welfare money. It tries to give more power to the states to enforce the benefit programs, and the worker programs that are offered for those who need it. It puts age restraints on which mothers will receive the AFDC payments and which will not. The bill requires the states to make their own work programs and require the recipients to work a total of 35 hours per week. This relates to the definition of New Federalism because it allows the state the power to develop their own law for how the welfare will be distributed among the families that are eligable for it.
